Mix ingredients of phase A together.
Add phase B and heat to ~45°C while mixing (optional to speed dissolution).
Once dissolved, remove from heat.
Add phase C while mixing.
Add phase D while mixing.
Adjust pH to 8 with sodium hydroxide.
Add phase F ingredients one at a time in order, mix until homogeneous.
